8 awarded projects in the frame of the Grant Scheme in Support to the Earthquake Affected Areas
Successful completion of proposals evaluation under RDPA Grant Scheme in support of the earthquake affected areas
All municipalities eligible for financing under the RDPA Grant Scheme in support of the earthquake affected areas worked on the preparation of matured projects and submitted 13 applications. Albanian Development Fund as Mandated Body for the grant scheme implementation established an Evaluation Committee which in the period 28.09.2020 – 26.10.2020 carried out administrative and technical evaluation of the applications, ensuring respect of fundamental principles of competitiveness, transparency, equal treatment and non-discrimination and duly justifying the assessment. Eight projects with the highest scoring from the evaluation were provisionally selected though exceeding the budget for this call for proposal (248,280,000 LEK without vat). Reserve list with four projects for financing was prepared subject to availability of additional financing. No complains were registered for the evaluation carried out. The application and evaluation process was supported by the RDPA team with technical assistance and capacity building activities for both ADF and targeted Municipalities. 11 Workshops and online meetings were held with targeted Municipalities and 1 training on the evaluation process and follow-up lessons learnt notes were delivered to ADF in quality of Mandated Body in the frame of the Grant Scheme in support to Earthquake Affected Areas.
Award of grant contracts under RDPA Grant Scheme in support of the earthquake affected areas
Under the governance of RDPA project with active involvement of ADF the contracting procedure for RDPA Grant Scheme in support of the earthquake affected areas was successfully carried out in the period 12-27 November 2020. All required documents were provided in due time by the municipalities and budget clearing procedure was successfully completed to ensure coherence and alignment of planned activities and budget envisaged for each project in line with eligibility criteria for financing. Representatives of RDPA project acting as Contracting Authority for the grant scheme and ADF as Mandated Body performed on sites visits in the municipalities where reconstruction and renovation and improvement of community, economic, educational and cultural infrastructure shall be implemented under the grant contracts. Eight grant contracts were awarded by end of November 2020 to seven municipalities at the total budget of 253,119,707 ALL (without VAT).
