Anila Bejko (Gjika) holds the position of Key Expert on Regional Development and Capacity Building, and deputy Team Leader of the Project. 
Ms. Bejko is an expert in Territorial Governance and Public Finances, with about 20 years of experience on Governance, Public Finance and Urban Management. She is a PhD candidate on Urban Development Policies and holds a MSc in Housing and Land Development, and also a second Level Master Degree in Business Administration.
In her recent years of carrier she has been advising the Government of Albania on Territorial Administrative Reform, Regionalisation, Decentralization and Fiscal Decentralization issues, Municipal Finance Management practices, etc. Since 2011 she works as a Governance and Local Finance Expert in the World Bank funded Urban Partnership Program in South Eastern Europe. 
 
Ms. Bejko has been working as project manager with different donor funded projects – USAID, WB, SDC, ADA, UNDP, etc., supporting government officials both at central and local level, through hands on and trainings  for preparing feasibility studies, capital investment plans, strategic development plans, territorial and urban plans, medium term budgeting programs, etc.
She has a vast experience with Public Private Partnerships, Land Management, Infrastructure Development & Rehabilitation and Cost Controlling of projects.
Ms. Bejko is author of a number of research and policy papers on governance, fiscal decentralisation, land management instruments, property tax, small busines tax, etc. and the main author of a series of training curricula for local government officials: (i) Medium Term Budgeting at local government level; (ii) Execution and Evaluation of the Annual Budget at local government level; (iii) Strategic Planning linked with Medium Term Budgeting at local government level, etc. (2011 – 2016); She is the designer of the www.financatvendore.al platform, a platform to share and interpret the local government finances and relevant products/reports on fiscal decentralisation and other local management financial indicators made available through the platform.
 
Actually Ms. Bejko lectures on Governance and local finances at Polis University, and is Head of the Loval and Regional Governance Unit, in Co-PLAN.
